Since the adoption of the Paris Agreement in 2015, countries around the world have pledged to achieve carbon neutrality by 2050 and have taken proactive steps to promote low-carbon development pathways. However, effective policy implementation requires strong and capable executors. As the level of government closest to citizens and the frontline institutions responsible for policy execution, local governments play a pivotal role in this process. Whether local actions can be effectively implemented will directly influence the achievement of national carbon reduction targets.
In practice, local governments often face numerous challenges, including insufficient resource allocation, difficulties in interdepartmental coordination, limited professional and technical capacity, and low levels of citizen participation. Addressing these challenges is critical to advancing net-zero transitions at the local level.
The Taiwan Association for Local Governance Studies (see: https://localtw.org/), in collaboration with the Graduate Institute of Public Affairs, National Taiwan University, and other partner organizations, will jointly host a panel discussion entitled “Practices and Prospects of Promoting Net-Zero Carbon Emissions and Renewable Energy Development at the Local Level.” Experts and scholars from industry, civil society organizations, government agencies, and academia will be invited to engage in dialogue and share practical experiences.
Through case studies and in-depth discussions, the panel aims to synthesize concrete approaches adopted by local governments and industries in achieving carbon reduction goals, analyze key success factors and obstacles encountered, and propose innovative policy recommendations and strategic directions for the future. Faculty members, students, and all interested participants are warmly invited to attend.
