Local government civil servants are the frontline force of local governance. According to the Civil Service Statistics Annual Report, over the past decade, both the number of local civil servants and their proportion of the total civil service workforce have increased year by year. By 2021 (Year 110 of the ROC calendar), the number of civil servants under local governments in Taiwan had reached several hundred thousand. The quality of this civil service cohort, and whether they receive good training, has a significant impact on the development of local governance in our country.
This forum is part of a self-organized session (C1) at the 18th Annual Conference and International Academic Symposium of TASPAA in 2023. With the theme “Local Government Public Governance Talent Development,” it focuses on senior and mid-level local government administrators. Through dialogue between academia and practitioners, it will explore their competencies, talent cultivation, and the roles and future strengthening measures that personnel departments and civil service training institutions can adopt. The forum is planned to be recorded in full, and the results will be shared with relevant agencies for reference.
