1. Purpose
In recent years, Taiwan has faced significant societal challenges such as declining birth rates and population aging. Many high-profile cases have involved issues related to childcare and nanny systems, as well as long-term elder care. In addition, given Taiwan’s location on a seismic belt and its coastal geography, disaster prevention and post-disaster reconstruction are also essential responsibilities of local governments.
Effectively addressing these public issues requires collaboration between central and local governments, as well as cross-sector cooperation among the public, private, and third sectors. Moreover, topics that have received growing attention in the field of local governance research in recent years—such as regional revitalization, executive-council relations, and participatory budgeting—also depend on collaborative governance among stakeholders at all levels.
Based on this context, this conference will focus on exploring the impact of collaborative governance on government performance. Through discussions of themes such as intergovernmental and executive-council relations, models of collaborative governance, good governance, and network governance, the conference aims to identify opportunities to improve local government performance, strengthen academic theory, and enhance practical implementation.
We invite scholars and practitioners with an interest in local governance to submit papers on any related topic, including (but not limited to) regional revitalization, participatory budgeting, local council operations, executive-council relations, cross-boundary governance, collaborative governance, and local performance management. Submissions adapted from master’s or doctoral theses are also welcome.
Through the presentations and in-depth discussions at this conference, we hope to strengthen the operation of collaborative governance models and improve the effectiveness of local government administration.
