At the turn of the 21st century, Taiwan successively amended the Act Governing the Allocation of Government Revenues and Expenditures, reformed general grants, and passed both the Local Tax Act and Charges Act. Yet the longstanding problem of local governments’ fiscal insufficiency and unequal distribution has not been significantly alleviated.
Following the inauguration of the new Legislative Yuan, both the Kuomintang (KMT) and the Taiwan People’s Party have proposed caucus versions of amendments to the Act, while legislators from various parties have introduced more than 20 different amendment drafts, creating momentum for revising this legislation.
To deepen substantive policy discussions, the Graduate Institute of Public Affairs at National Taiwan University, Aixiang Cultural and Educational Foundation, and Taiwan Association for Local Governance Studies have invited experts and scholars from practice and academia to share insights on the policy issues involved in amending the Act. Through experience sharing and dialogue, the roundtable aims to enrich the range of policy options and explore possible new approaches for central and local governments after the amendment, thereby strengthening and consolidating the development of local self-governance in Taiwan.
