In 2019, Taiwan inaugurated its first year of regional revitalization (地方創生), launching the “National Strategy for Regional Revitalization” (Regional Revitalization 1.0) to address imbalances in north–south development, population loss in rural areas, and the decline of local economies, inspired by Japan’s 2014 regional revitalization policies.
From 2021 to 2024, the “Accelerated Promotion of Regional Revitalization Plan” (Regional Revitalization 2.0) was implemented to build local support systems and strengthen youth participation by establishing youth empowerment stations, regional guidance centers, and special offices for local revitalization projects.
Looking ahead to 2025–2028, Taiwan’s regional revitalization policy enters its 3.0 phase. The National Development Council has formulated and released the “Sustainable and Shared Prosperity Regional Revitalization Plan (2025–2028)” (Regional Revitalization 3.0), focusing on enhanced inter‐agency cooperation, alliance with enterprises and cross-sector collaborations, deeper international linkages, and regulatory adaptation.
In the 3.0 plan, a key policy shift is to strengthen the role of enterprise participation in regional revitalization, reflecting a view that past revitalization efforts were often small in scale and struggled to sustain themselves, hence the introduction of corporate involvement to reinforce local capacity and resource mobilization.
The Graduate Institute of Public Affairs at National Taiwan University (NTU), the Taiwan Association for Local Governance, and other units invite representatives from the National Development Council (the central body overseeing regional revitalization policy), local government agencies involved in implementation, as well as representatives from profit‐making enterprises and social enterprises. Together, the symposium will explore how to integrate enterprise resources to enhance the economic impact of regional revitalization in the 3.0 era.
