This study outlines a governance strategy for guiding the development of artificial intelligence for advancing public values. It first introduces the key capabilities of artificial intelligence (AI) and examines the impacts of these capabilities on public values. The proposed governance strategy centers on a framework of assessing the impact of digital technologies on public values by drawing from digital government and collaborative governance research. This strategy includes design principles, governance structure, and process and adaptation with the focus on artificial intelligence. This study concludes with recommendations for research and practice.
